General Guidelines for Investors

  • Please provide description of the intended action, feel free to describe your idea in your own words and specify any requirements or constraints of any kind that you consider important for the initial discussion.
  • Provide information about the cadastral municipality and the cadastral parcel number (k.č./k.o.) as well as proof of ownership, which can be an informal copy.
  • This (Architectural) office will respond to your inquiry, and if we are interested in the project, we will arrange a preliminary discussion appointment.
  • Discussion about the location and the investor’s idea for the use of the building, which serves as the basis for defining the Design asignment.
  • Formal-legal review of requirements and information on rules and demands of local government bodies.

This (Architectural) office will send an Offer for the above-mentioned request. The Offer will include the obligations of each party, the content, prices, and an estimate of the timeframe. Acceptance of the offer is a condition for further proceedings.

  • The investor is obligated to contract a surveyor (Geodet) to measure the necessary data about the building plot required for the next step in the design process.
  • After receiving the survey data, the Architectural office will proceed with creating a conceptual proposal, or variations as necessary.
  • The drafts will provide information on the size, position, and orientation of all spaces. They will be presented to the investor in PDF format for feedback.
  • Corrections will be made upon receiving comments.
  • Note: Exchange of information takes time, as do corrections and discussions.”
  • The architectural office will submit the aforementioned initial project in digital format to the public legal bodies of the local government (regional office or municipal offices) via the “E-Conference” e-service, while adhering to a set of prescribed rules.
  • The idea is that all public legal bodies can provide feedback with their specific requirements and guidelines that the building design should encompass or adhere to.
  • This includes entities such as HEP (Croatian Electric Power Company), HAKOM (Croatian Regulatory Authority for Network Industries), water utility companies, municipal utilities, and various other public legal bodies.
  • The E-Conference process is overseen by the responsible person designated by the local government body, who will decide where to direct the Request for Conditions, gather all feedback, and then issue a Notice of Closure of the Request for Conditions.
  • The E-Conference process will be monitored by our architectural office, and the investor will be informed of the progress.
  • After the official conclusion of the E-Conference and the signing of the Resolution to close the Conditions, it is necessary to carry out a review of the Conditions.
  • When the E-Conference concludes with positive and acceptable conditions, full design activities can commence. Once all uncertainties are resolved, the digital design baseline is sent to all participants, all Designers.
  • After the design baseline is sent to all Participants, the process of creating the Main Project Documentation begins. The coordination of activities is conducted by the Architectural Office.
  • The design process concludes with the preparation of the required data set for submitting the Request for the Issuance of a Building Permit.
    The required set includes all Project Maps in PDF format with valid digital signatures, along with several signed forms.
  • A prerequisite for proceeding is the final payment for the project, after which the prepared data is uploaded digitally into the E-permit System and the Request for the Issuance of a Building Permit is generated.
  • The investor signs the Request and submits it to the Office of the competent public authority.
  • The investor will receive one printed set of the documentation for their own use.
  • The investor will also receive a digital copy of the Main Design for their own use, marked as “Unofficial,” since the Main Design has not yet received the necessary Approvals.
  • The final E-conference will be initiated, and all public authorities that issued Conditions will review (approve) the Main Design or may reject it if they determine that the Main Design has not followed their rules and requirements.
  • The architectural office will periodically (every week) check the status of this process through the E-Conference system to monitor the procedure and react in case comments, requests, or notes arise for any reason.
  • The architectural office will work together with the investor to find solutions and address any objections as they arise.
  • The E-Conference will have a designated representative, so the investor will also have the obligation to call or write to obtain the status of their building permit request.
  • After obtaining the Building Permit, the Investor will contact the architectural office and request one printed copy of the complete, certified documentation, as well as a digital copy (on a CD or through digital data exchange).
  • The investor will have all technical information in documents in printed or digital format for data exchange with the contractors.
  • The architectural office will assist in case of any unclear technical issues that may arise.
  • The investor must find and hire contractors.
  • The architectural office will not be involved.
  • The investor must engage authorized supervision.
  • The architectural office will not be involved.
  • The investor is obligated to prepare, request and perform the Occupancy Permit procedure.
  • The architectural office will not be involved.
